As regards penultimate paragraph we doubt whether

there is any further action you can usefully take concerning

The Emergency Committee. Our experience regarding Nanking -

Shanghai Railway suggests that the Committee will have no

chance of "administering" the line except in so far as it

suits the Japanese to allow them to do so. It seems that

in reply to Japanese Consul General you can only stress

British interests in the line and leave it at that.
